The Ministry of Education, Science and Technological Development of the Republic of Serbia, in cooperation with the National Service for Research, Development and Innovation of Hungary, is announcing a competition to improve and support the mobility of researchers within bilateral scientific and technological cooperation for the project period 2021-2022.

Pursuant to Article 23, paragraph 2 of the Law on State Administration (“Official Gazette of RS”, No. 79/05, 101/07, 95/10 and 99/14) and Art. 104, 112 and 118 of the Law on Science and Research ("Official Gazette of the PC", No. 49/19), the Minister of Education, Science and Technological Development, announces

COMPETITION

for co-financing scientific and technological cooperation between the Republic of Serbia and Hungary for the period 2021 - 2022

The subject of the competition

Starting from the need to improve scientific and technological cooperation with respect for common and respect for national interests, based on the Agreement between the Council of Ministers of Serbia and Montenegro and the Government of the Republic of Hungary on cooperation in education, science, culture, youth and sports, concluded 13. On March 1, 2006, in Budapest, on July 1, 2015, the Program of Cooperation in the Field of Education, Science and Culture was signed between the Government of the Republic of Serbia and the Government of Hungary for the period from 2015 to 2017.

The goal of the Program

The goal of the Program is to develop scientific cooperation between the two countries through the promotion and support of the mobility of scientists, especially young scientists, on joint research projects.

The aim of the competition is to encourage joint participation in the European Union's research framework program Horizon Europe.

Program participants

The program is intended for Serbian and Hungarian research groups that intend to work on joint research projects in various scientific fields.

The right to participate have:

a) from the Serbian side:

Persons performing scientific research activities (researchers), as well as teachers and associates employed at higher education institutions and scientific research organizations in accordance with the Law on Science and Research ("Official Gazette of the PC", No. 49/19, hereinafter: the Law).

b) on the Hungarian side:

University professors and junior scientists at Hungarian universities

institutions and scientists at research institutions outside the university.

Priority areas of cooperation:

Both sides agreed on the following priority areas:

- medicine and human health,

- natural and mathematical sciences,

- technical-technological sciences and

- social sciences and humanities.

Depending on the applicability of the project results, special attention will be paid to projects led by younger researchers.

Project application

2.1. The deadline for submitting the project application is September 24, 2020.

2.2. At the same time, the coordinators submit a joint project proposal to the competent national institutions in charge of allocating financial program funds (Ministry of Education, Science and Technological Development of the Republic of Serbia, for Serbian and National Research, Development and Innovation Service of Hungary, for Hungarian partners).

2.3. The Serbian coordinator submits the following completed forms:

General data, which the project coordinator fills in in Serbian and English (Form: general data),
Project description, filled in by the project coordinator in Serbian and English (Form: project description).

If the coordinator does not submit the completed project proposal forms in the required language forms, it will be rejected.

2.4. In the Republic of Serbia, the application of a project proposal for the competition is submitted to:

Through the website: http://147.91.185.20/bilateral/hungary/ where the participant registers when logging in to the site, receives a password for online completion of the project application. During the period when the competition is open, it is possible to supplement and correct the project proposal. The completed project application remains on the site.
By sending the final version of the completed project application, without the signature of the responsible person of the institution (pdf file) to the e-mail address: milica.g.tasevska@mpn.gov.rs.

Selection and acceptance of project proposals for funding

The list of approved projects will be published on the website of the Ministry of Education, Science and Technological Development by the end of 2020.

Criteria for evaluating project proposals

The selection of projects for funding will be made primarily on the basis of the quality of the projects, the qualifications of the project participants, the representation of young researchers and the expected outcomes of cooperation in terms of scientific results.

The decision will be based on the results of national evaluations of the participating countries. The final decision on the projects to be financed will be made by the Joint Committee for Serbian-Hungarian Scientific and Technological Cooperation.

The criteria for project selection are as follows:

quality and degree of innovation of the project,
methodological and substantive complementarity of research groups submitting a joint project proposal,
participation of young researchers,
relevance of cooperation from the following aspects:
participation of bilateral members
