The Ministry carried out a reform of the salary system in science, whereby the system of one title, one salary was introduced, which solved the problem of uneven payments that had lasted for 12 years.

After the defined criteria for each field and their publication in the "Official Gazette", a list of excellent researchers was formed, on the basis of which the top 10 percent will receive a salary increased by 30 percent during the two years from the formation of the list, which shows a certain incentive for their further scientific research. Work.

A new list of outstanding researchers will be created every two years, during which the results will be re-evaluated.

The fields of science are classified into the following groups: natural-mathematical sciences and medical sciences, technical-technological and biotechnical sciences, as well as social and humanities.

All researchers in scientific titles are ranked according to results achieved from 2018 to 2022, except for researchers in the title of scientific adviser, who are ranked according to results achieved from 2013 to 2022.

The final list of scientifically excellent researchers is formed by combining the list of excellent researchers by groupings of scientific fields and the list obtained based on the results of international collaborations.

Exceptions are all managers - winners of European Research Council (ERC) projects, who exercise the right to scientific excellence.

Also, returnees from abroad (employed researcher in a scientific title who completed doctoral studies abroad or has at least five years of work experience abroad in institutions or organizations in the field of scientific research or research and development activities) who are involved in financing between the two rankings, achieve the right to scientific excellence and retain it until the first subsequent evaluation.
