The Memorandum was signed by Marko Čadež, President of the Chamber of Commerce and Industry of Serbia, and Slobodan Đinović, CEO and founder of Orion Telekom, in the presence of Carlo Ruiz, Vice President of NVIDIA for Enterprise Solutions & Operations in the EMEA region.
“By this Memorandum, the Chamber of Commerce and Industry of Serbia and Orion, as an NVIDIA AI Factory partner in Serbia, are launching the development of a Serbian business language model, more precisely a series of models based on the NVIDIA Nemotron architecture. It is a model that understands the Serbian language, both Cyrillic and Latin scripts, our business terminology, regulatory context, and the specific characteristics of our industries,” said Čadež.
According to him, the global AI competition is entering a phase where advantage is no longer measured by the speed of completing a task, but by the ability to manage entire processes differently.
“The greatest value of AI does not come from speeding up a single email or summarizing a single document, but real transformation happens when it connects multiple steps, systems, and decisions into one coordinated workflow,” Čadež explained.
He added that companies which only add AI to existing systems will achieve minor savings, while those that redesign processes around new technology will gain a new competitive position, with competitiveness being the core mission of the Chamber of Commerce and Industry of Serbia.
Čadež emphasized that it is a privilege to take this step with Orion Telekom and a company like NVIDIA, noting that the presence of Carlo Ruiz is not protocol but a signal that Serbia has been selected and that Orion Telekom has been chosen as an NVIDIA AI Factory partner, ensuring the project follows global standards.
He also stated that Serbia has a generational opportunity to lay the foundations of future economic sovereignty and competitiveness, stressing that success will come to countries and companies that connect technology, institutions, capital, and human reasoning into a unified vision.
Čadež recalled that in February he attended the opening of Orion’s first AI factory, described as the first commercial sovereign AI infrastructure in Southeast Europe, equipped with the latest NVIDIA chips, aimed at keeping data from Serbia within the country.
Đinović highlighted that the Memorandum will enable the creation of a series of small, specialized AI models for domestic and regional companies, and announced further business expansion and company growth.
He also said that an initiative has been submitted to the Government of Serbia to build a national AI factory, estimating investment at around €800 million with projected benefits of €2.5 billion, calling it a major driver of new revenue and jobs.
After the signing, Carlo Ruiz of NVIDIA delivered an executive masterclass titled “AI & the Future of Business” to leading representatives of the Serbian business community.
