COVID-19 SPECIAL PROGRAM: Results of the first round of evaluation

The special research program COVID-19 aims to finance scientific research projects that will contribute to an effective scientific response to the current pandemic caused by the SARS-CoV-2 virus and enable better preparedness and response of society. The program includes the development of applicable solutions, supports applied scientific research, creation of interdisciplinary and multidisciplinary teams and consortium submission of project proposals.

The program encourages projects that can offer solutions that contribute to achieving the goals of the Program in the shortest possible time.
At the Public Invitation of this Program, which was opened on May 22, 2020. year, and closed on 06/11/2020. year, research teams competed with 129 project proposals.

During the administrative check, out of 129 Abbreviated Project Proposals, it was determined that 70 satisfies the administrative check and can be sent to the first round of evaluation. 2 project proposals were found not to meet the administrative check at all (documentation in these cases was either incomplete or did not meet the general conditions of the competition defined in the Public Call and Program or formal criteria required for Managers / team members). In 57 project proposals, it was determined that based on the submitted documentation and inadequately filled in information, a complete administrative check cannot be performed. Having in mind the importance of the Program initiated and prepared under the circumstances of the state of emergency declared in the Republic of Serbia on the occasion of the COVID-19 pandemic, the Science Fund provided these scientific teams with the opportunity to clarify documentation in accordance with the Program rules and conditions.

After the clarifications were submitted, 56 project proposals met the administrative check and were sent to the first round of evaluation, while one project proposal was rejected because after the clarification it did not meet the administrative check (did not prove that it meets the formal criteria defined for team members).

Following the clarification, a total of 126 project proposals were submitted to the first round of evaluation.

In accordance with the rules of the Program, in the first round of evaluation, the impact, excellence and implementation of the project proposal were assessed (each criterion carried a maximum of 5 points, ie a total of 15).

To qualify for the second round of evaluation, each project proposal had to receive an average of at least 3 out of a maximum of 5 points for each criterion and at least 10 out of a maximum of 15 points for the overall grade point average.

Following the completion of the first round of evaluation, the Program Committee compiled a list of Abbreviated Proposals that met the first round of evaluation, taking into account only project proposals that met the above criteria and whose overall budgets (including extended project proposal budgets requiring procurement or capital upgrades). equipment) cumulatively do not exceed twice the amount of the Program budget defined in the Public Invitation.

Out of 126 Abbreviated Project Proposals, 59 project proposals did not meet the qualification criterion for the second round of evaluation (their overall average score was less than 10 points, or some of the individual criteria were evaluated with less than 3 points).

The eligibility criteria for the second round of evaluation were met by 67 project proposals (overall average score of 10 or more points and a minimum of three points for each criterion). However, according to the rules of the Program and the list of Abbreviated Proposals, only the highest ranked projects whose cumulative total budgets (including extended project proposal budgets requiring procurement or upgrading of capital equipment) are within twice the available budget are invited to the second round of evaluation.

This list includes 26 project proposals, whose overall average score is in the range of 12.14 to 14.14 points: 16 project proposals in the field of (bio) medical sciences, 3 in (bio) medical engineering and information technology, 7 in economic, sociological , psychological research and management of complex systems.

The largest number of projects was submitted by the Medical Faculty of the University of Belgrade (35-24 as a project holder, and 11 as a project partner), of which 10 were invited to the second round of evaluation (9 projects where the project holder and one as a partner).

The project managers received the results of the evaluation, evaluation and comments of the Program Committee via e-mail.

The documentation for the submission of the Complete Project Proposal is available on the website of this Public Call, and the invitation to submit the entire Project Proposal will be sent to the managers by e-mail.

The deadline for submitting the entire Project Proposal with accompanying documentation is August 13, 2020. until 15:00.

In the second round, the Program Committee will evaluate the received overall project proposals and form a final ranking list that includes the best ranked proposals whose budgets do not cumulatively exceed the amount of the Program budget. The best ranked projects that have met both levels of evaluation will be funded under the available funds of the Program, whose total budget is 2,000,000 euros.

Based on the proposed project budget amounts invited to the second round, with a minimum of € 25,362 and a maximum of € 500,000, it is expected that between 8 and 18 projects will be funded under this Public Call.

The beginning of the realization of the project is expected in September 2020, and the funds were provided from the loan of the World Bank, the SAIGE project.
